What art supplies are nice to keep on hand for a 3 year old?
Is there anything besides the typical finger paint and crayons that 3 year olds love to create with? Odds and ends?

Any shiny paper cut into little bits for "cutting and sticking". Stickers to make pictures and glitter if you're feeling brave!!
My daughter (now 4) loved to glue, cut, shape with clay, paint, paint and paint, (we use tons of different things to paint with, from watercolors to washables using foam brushes, stamps and lots of different-sized brushes) and she also loves markers and pens. I keep construction paper, watercolor paper and regular white copy paper on hand always. Glitter and glitter glue, Elmer's glue, stick paste - these are a must. I also take shaving cream, let her spread it on a table and press construction paper into it - she loves the whole process. I also keep old magazines around so she can identify and choose what themes she wants to use and can cut from them, and also have large, easy to trace stencils for her to use. Many of these items take practice - but they are great for refining small motor skills also. Your child, depending on varying factors, may or may not have fully aqcuired the skills needed to use all of these things but practice makes perfect!!! I think it's great that you are doing crafts with your child - it promotes creativity and is a great way to spend time with them. My daughter eagerly looks forward to crafts with Mama.
NOTE: Aubrey's Mama is right - the eyes and the cotton balls are also wonderful!!! String is great as well!

Crayons, markers, paint, pipe cleaners, those creepy little fake eyes, colored balls (like cotton balls but the colored ones found in the arts + craft section), glue, glitter, paper, clay, paint brushes, sponges...etc! (:
