What they should do is look at the dental situation before they implemented the flouride system and the dental situation now.
In Finland, they found no increase in dental caries after discontinuing fluoride. However, dental care is FREE to all children in Finland. My city is considering eliminating fluoride at all but two pumps - most people in town can afford dental care, but there tends to be poorer people at those two pumping station areas. One local city already has done so because they have no low income housing and most low income residents are elderly, rather than having young children.
If you have regular dental care, you don't need fluoridated water. The point of fluoridation is to save the teeth of poor children whose parents may not be able to afford regular dental care for them.
