Should mentally slower people be allowed to have children?

People who are slow, having IQ below 100 might be more likely to have more taxes spent on them. They have higher crime rates, child abuse rates, and much more than higher IQ people. Should the higher IQ people really have to pay for all this mess? I know there are exceptions to the rule, but lower IQ rate does equal higher disfunction and more children. The world is population is growing huge. Not enough resources will fit everyone. Rules must be set for who is going to produce and who is not. Regardless of whether you like it or not this is something that should happen. It was done with animals successfully. Why not humans? Humans bred for intelligence and strength would maker candidates for the future any way. Take for example, many dog species. Each breed was designed for some jobs. The shepherd dogs were bred for intelligence. They're used by police.

I understand your logic in the sense that you want to weed out disabilities that people might be born with. I get it, but at the same time I think that's a slippery slope about who can and cannot reproduce which becomes an infringement on human rights. pregnancy question and answers

BUT having seen some people I've known for 5 years, their entire family is plagued with mental illness. Literally both parents and all three children. All the children are bipolar and mentally unstable and unable to cope with regular day to day life. One of them decided to have a child. We don't know if the child will have mental illness problems. I understand your argument and agree with it to a point, but then at the same time I think about if we go down that path, it's the same path we used to make interracial marriage illegal (because it ruins the purity of individual races, etc) etc.
