at first babies are heavy sleepers, i never had to tip toe around ym son at first now he is 5 months old i have to be really quiet or he will wake!
What the...? What in the world would cause you to shout while a newborn is sleeping? If its asleep, you shouldn't have the energy to shout!
Geeze, and newborns can hear fine, they probably tested it in the hospital. Something to keep in mind, is that newborn sleep is not the same as adult sleep, so you can't compare reactions to a loud noise.

If you keep the noise level of your home normal and don't try to be super quiet, she may never startle with loud voices while sleeping. My daughter is now 13 and can sleep through and change in voices because we have never changed how we talk/speak while she is sleeping. When she goes to sleep she sleeps like a rock.
If you want to get her to startle try doing while she is awake.
